Council constitutions

The Constitution outlines the way the Council's decision making structure will operate. The Constitution covers key areas including:

  • how meetings are conducted
  • the functions of the Council, the Cabinet, the Overview and Scrutiny Committee and other committees
  • how Members are appointed to and removed from the Cabinet
  • how and when decisions may be made by individual Members or individual officers
  • Members' allowances
  • how Members and officers should conduct themselves
  • the role of the Standards Committee
  • audit procedures, financial rules and rules relating to contracts
